Framework Agreement Amendment Package

Thank you to all First Nation signatories for your continued leadership in advancing First Nation-led land governance.

This introduces the Framework Agreement (FA) Amendment Package for review by signatory First Nation leadership and staff supporting the review and approval process. The proposed FA Amendments are intended to support the legal establishment, transition, implementation, and operation of the First Nation Land Governance Registry (FNLGR) and the move to a modern, First Nation-governed registry system operated by First Nation Land Governance Registry Inc.

The package has been prepared to support three key steps:

  1. Leadership review and internal discussion
    Chief and Council, Lands Committees, Lands staff, legal advisors, and other internal advisors are encouraged to review the proposed amendments and plain language materials.
  2. First Nation authorization
    Each eligible signatory First Nation is asked to complete the First Nation Authorization Letter and Resolution to confirm who is authorized to sign the Framework Agreement amendments on behalf of the First Nation.
  3. Electronic signature of the FA Amendments
    Once the completed authorization documents are received, the authorized signatory will be sent the Framework Agreement amendment legal documents for signature through DocuSign.

The proposed amendments include changes to recognize the FNLGR, clarify registration requirements, support the transition from the existing federal registry system, and provide authority for related regulations, registry procedures, fees, privacy and confidentiality protections, and ongoing registry operations. The amendments also provide that the Lands Advisory Board will establish the FNLGR, to be operated by First Nation Land Governance Registry Inc.

First Nation Land Governance Registry Inc. was incorporated to establish and operate an independent, First Nation-controlled land registry for First Nations that have ratified the Framework Agreement and participating Self-Governing First Nations. The Registry is intended to improve accessibility, accuracy, and reliability of land information, including land codes, surveys, boundaries, interests, instruments and cadastral data.

What Signatory First Nations Need to Do

Eligible signatory First Nations are invited to:

  1. Review the Framework Agreement Amendment Package.
  2. Discuss the proposed amendments internally with leadership, Lands staff, Lands Committees, legal counsel, and other advisors as needed.
  3. Complete the First Nation Authorization Letter and Resolution.
  4. Submit the completed authorization documents before September 15, 2026.
  5. Ensure the authorized signatory completes the DocuSign signature process for the Framework Agreement amendment legal documents.

Completion of both the authorization step and the DocuSign signature step is required for the First Nation’s approval to be counted toward the amendment threshold.
 

Understanding the Two-Thirds Approval Threshold

There are 126 operational signatories eligible to provide approval of the Framework Agreement Amendment Package.

To meet the required two-thirds approval threshold, 84 signatories, or 66.7%, must provide approval.

Support from the remaining signatories will help demonstrate broader collective support and continued First Nation leadership in advancing the amendment package, FNLGR implementation, and modern First Nation-led land governance.
