Signatory Review and Adhesion Collection Window: June 24 to September 15

Thank you to all First Nation signatories for your continued leadership in advancing First Nation-led land governance.

This page provides the Framework Agreement Amendment Package for review by signatory First Nation leadership. The proposed amendments are intended to support the legal and operational establishment of the First Nation Land Governance Register and the transition to a modern, First Nation-governed registry system operated by First Nation Land Governance Registry Inc.

The amendment package includes the proposed Framework Agreement amendments, a plain language summary, an overview presentation, and the adhesion letter for approval and signature. These materials are provided to support leadership review, internal discussion, and formal signatory approval during the collection window.

The proposed amendments include changes to recognize the First Nation Land Governance Register, clarify registration requirements, support the transition from the existing federal registry system, and provide authority for related regulations, processes, fees, privacy protections, and registry operations. The draft amendments also provide that the Lands Advisory Board will establish the First Nation Land Governance Register, to be operated by First Nation Land Governance Registry Inc.

First Nation Land Governance Registry Inc. was incorporated to establish and operate an independent, First Nation-controlled land registry for First Nations that have ratified the Framework Agreement and participating Self-Governing First Nations, and to improve accessibility, accuracy, and reliability of land information, including land codes, surveys, boundaries, and cadastral data.

Signatory First Nations are invited to review the materials below and complete the adhesion letter by authorized signature before September 15.
